September 26, 2024 Update

In September 2024, the California Department of Housing and Community Development (HCD) provided preliminary findings on Mt. Shasta’s amended housing element. In response to HCD’s input, corrections and edits to Chapter 2 and Appendix A have been completed. Only these two sections of the amended Housing Element required changes.

The corrections and edits are highlighted with yellow. The below table summarizes the corrections and edits made to the amended housing element to address HCD’s input. Please read or downloaded Chapter 2 (pdf) and Appendix A (pdf), revised on September 26, 2024, here:

Appendix A, pg. A-97What is the typical length of time between final housing development approval (regardless of whether an entitlement is needed) and request for building permit?The typical length of time is one to three months based on review of HCD data compiled from the City’s annual housing element progress reports, and consultation with the Planning Director.

Although the amended Housing Element was corrected and edited to address HCD’s preliminary findings of September 2024, the City has determined these changes are non-substantive and are consistent with City Council Resolution CCR-24-26, adopted by the Mt. Shasta City Council on August 12, 2024. Resolution CCR-24-26 allows for minor changes to the amended Housing Element to address any non-substantive changes suggested or requested by HCD, and these changes do not require further review by the City Council.

Adopted 2023-2031 Housing Element

The Mt. Shasta City Council approved an amendment to the adopted 2023-2031 Housing Element Update at its August 12, 2024 meeting. On August 20, 2024, the the amended Housing Element was submitted to the California Department of Housing and Community Development (HCD) for a mandatory 60-day review. Final 2023-2031 Housing Element

On June 7, 2023, the Draft Housing Element was sent to the California Department of Housing and Community Development (HCD) for review.  On September 5, 2023, HCD provided required revisions to the document necessary to comply with State Housing Element Law.  On November 28, 2023, the Planning Commission will hold a public hearing to review City Staff responses to HCD’s comments, receive public and commissioner comments and recommendations for the City Council to consider adopting the Final Housing Element. The City Council will review the Final Housing Element for anticipated submittal to HCD for certification in early 2024.

The HCD Review Draft of the 2023-2031 Mt. Shasta Housing Element is available now!

Following the public comment period that began April 5, 2023, on June 7, 2023, Planwest Partners, Inc. submitted the draft 2023-2031 Housing Element to the California Department of Housing and Community Development (HCD) on behalf of the City of Mt. Shasta.  HCD will review the draft Housing Element over the next 90 days for compliance with State housing law.  At the end of the 90 days, if revisions are needed for the draft Housing Element to comply with State law, HCD will issue a letter to the City.

All written public comments received by the City between April 5th to May 22, 2023 are contained in Appendix E.  The City is continuing to accept and review comment letters received during the HCD 90-day review period and suggest any appropriate revisions to the draft Housing Element.  Written comments may be submitted via email or mail.  Send public comments via email to kjoyce@mtshastaca.gov, and please include “Mt.
